This image appears with the article "Four Named to Park Body: Mayor Presents His Nominations to City Council," Los Angeles Times, 6 Apr. 1939: 10. Dr. Mars Frederick Baumgardt was an optometrist and science lecturer. He served as president of the Southern California Academy of Science and of the Astronomical Society. He was also a director of the Clark Observatory, member of the Nature Club of Southern California, a State fire warden, and a Fellow of the Royal Astronomical Society of Great Britain.

File photo by the American Press Association of Capt. C. B. Horrall of the Los Angeles Police Department. Capt. Horrall had a long career in the police department. In 1934, he was called to Honolulu to assist the local police in reorganization. In 1938, amidst a shake up in the police department, Capt. Horrall was promoted to the post of Vice Squad Head. In 1941, he was made chief of the LAPD. In 1949, he resigned under allegations of perjury in the infamous Brenda Allen vice scandal. This photograph was taken while he was still captain, between 1934 and 1939.

Photograph of Francis Read "Speed" Kendall, a reporter for The Times. He began his career as the youngest police beat reporter for the Los Angeles Record. After working for some other newspapers briefly, he returned to The Times in 1928, where he worked until 1942. He was noted primarily for his coverage of Hollywood both as a feature writer and in his column "Around and About Hollywood."
