File photo by the American Press Association of Capt. C. B. Horrall of the Los Angeles Police Department. Capt. Horrall had a long career in the police department. In 1934, he was called to Honolulu to assist the local police in reorganization. In 1938, amidst a shake up in the police department, Capt. Horrall was promoted to the post of Vice Squad Head. In 1941, he was made chief of the LAPD. In 1949, he resigned under allegations of perjury in the infamous Brenda Allen vice scandal. This photograph was taken while he was still captain, between 1934 and 1939.
