Description:
Resoluciones, decretos y directivas del gobierno y el Senado sobre temas que competen a las comunidades campesinas: reconocimiento de comunidades, otorgamiento de títulos de propiedad, aspectos de su organización, etc. Del 3 de marzo de 1981 hay un documento firmado por Andrés Luna Vargas que consiste en un análisis de la CCP de decretos legislativos lesivos al campesinado y en favor a empresas transnacionales. Contiene 19 folios.

Este libro tiene como propósito dar un contexto sociopolítico a la reconstrucción de la memoria de las violaciones durante el conflicto armado interno, que ya ha sido analizada en El Impacto de la Violencia (Tomo I) y Los Mecanismos del Horror (Tomo II) del Informe REMHI. Este tomo está dividido en ocho capítulos. Partimos de una descripción muy somera de la aplicación de la noción de Estado liberal desde finales del siglo XIX y sus conflictos con la civilización agraria (indígena/campesino). Describimos aspectos relevantes del intenso período político de los años 50 que adscribe irremediablemente a los actores en la polaridad de la guerra fría con un saldo interno muy negativo: el debilitamiento de las mediaciones políticas que larvan el conflicto armado.
