Enfloración en Alcaleca, 1991, parte 2
- Description:
- SPANISH: Grabación de campo de la segunda parte de la ceremonia de enfloración para pedir la lluvia, en la cueva sagrada de Alcaleca, Estado de México, en las faldas del Iztaccíhuatl, oficiada por el chamán granicero Lucio Campos. La ceremonia consiste en vestir cruces altas de madera con lienzos de tela y flores. Al pie de éstas se coloca una ofrenda, se hacen peticiones en náhuatl y se invoca a los antiguos graniceros. Contó con la participación de la Mesa de Concheros de la comunidad de San Rafael. Se escuchan sonidos ambientales con voces, rezos, cantos, cohetes, encendido de un auto, motor en marcha, niño llorando y regaños.<br>ENGLISH: Field Recording by the second part of the flowering ceremony to ask for rain, in the sacred cave of Alcaleca, State of Mexico, in the foothills of Iztaccihuatl, officiated by the granicero shaman Lucio Campos. The ceremony consists of dressing tall wooden crosses with cloth and flowers. An offering is placed at the foot of the crosses, petitions are made in Nahuatl and the ancient graniceros are invoked. The Mesa de Concheros from the community of San Rafael participated. Ambient sounds are heard with voices, prayers, chants, rockets, a car starting, a running engine, a child crying and scolding.

Termina la Participation of Domingo Hernández Castellano, representante de la Asamblea Zoque de Amatán, quien exige mayor representación indígena en el Congreso de la Unión. Felipe Hernández Arias, indígena tzotzil, llama a los pueblos indígenas a organizarse y a desechar aquellas tradiciones que sean dañinas para sus comunidades. Teófilo Soriano Rivera, indígena chocholteco de la comunidad de Teotongo, narra la disputa de tierras con Tamazulapan. Gilberto Martínez Herrera, representante de la Unión de Ejidos Emiliano Zapata, considera que los pueblos indígenas sí pueden tener autonomía y narra cómo los campesinos del Valle de Santo Domingo han logrado exportar sus productos, aunque han sufrido sabotaje por parte del gobierno. Saturnino Mendoza García, indígena hñahñu, explica que el Gobierno Federal ha congelado créditos y golpeado a los comuneros del Valle del Mezquital por oponerse a la desaparición de los ejidos. Felipe Hernández Arias, an indigenous Tzotzil, calls on the indigenous peoples to organize themselves and to discard those traditions that are harmful to their communities. Teófilo Soriano Rivera, an indigenous Chocholteco from the community of Teotongo, narrates the land dispute with Tamazulapan. Gilberto Martínez Herrera, representative of the Unión de Ejidos Emiliano Zapata (Emiliano Zapata Union of Ejidos), considers that indigenous peoples can indeed have autonomy and narrates how the farmers of the Santo Domingo Valley have managed to export their products, although they have suffered sabotage from the government. Saturnino Mendoza García, an indigenous Hñahñu, explains that the Federal Government has frozen credits and beaten the communal farmers of the Mezquital Valley for opposing the disappearance of the ejidos. Procuro Pascual, a Zapotec indigenous person, expressed that the social programs carried out by the State are insufficient, since they are elaborated without consulting the real needs of the indigenous peoples. At the end, Maya Lorena Perez Ruiz said that the agreements reached at this dialogue table should be the starting point for transforming the country. She asks that the displaced indigenous people not be forgotten and that they succeed in creating an alternative model to the neoliberal one in order to put an end to discrimination and racism.

La lucha por la defensa del bosque de Milpa Alta. Historia legendaria de Malacachtépec Momoxco

- SPANISH: Programa de la serie ¡Ay, memoria! Se comenta en torno a la reunión celebrada el 5 de febrero de 1975 en el bosque de Milpa Alta, en la que se abordó el tema de la lucha por la protección de los bosques comunales. Testimonio de Carlos López Ávila “Tomaxco”, quien fue presidente del Consejo Supremo Nahua, y que narra la lucha por la preservación de los bosques, y el papel que jugó el político Javier García Paniagua, secretario de la Reforma Agraria. Se alude a las luchas comunales en contra de gobiernos y de empresarios, quienes se querían apropiar de las tierras comunales en su beneficio. Se reproduce un texto antológico, en la voz de Carlos López Ávila “Tomaxco”, primero en náhuatl y después en español, describe el trabajo colectivo de los indígenas, que en el pasado se denominaba cuatequil, y que consiste en el trabajo y conservación comunal de las tierras, se resalta la importancia de preservar las tierras comunales. Se comenta en torno a la vida y obra de Carlos López Ávila “Tomaxco”, quien se desempeñó como presidente del Consejo Supremo Náhuatl de los Pueblos del Sureste del Distrito Federal y fue vicepresidente de la Organización para la Defensa de las Culturas Amenazadas de Extinción con sede en París, Francia. Carlos López Ávila “Tomaxco”, relata el origen de Malacachtépec Momoxco, que fue una organización de pueblos de origen náhuatl. Se citan a diferentes personajes indígenas, entre los que destacan Quacoyotecatl y Ce Ácatl Topiltzin Quetzalcóatl, se narran los encuentros de estos personajes y se alude al mito de los primeros señoríos de Malacachtépec Momoxco, que fueron creados por Quacoyotecatl, y aprobados por Ce Ácatl Topiltzin Quetzalcóatl. - SPANISH: En el segundo aniversario de la formación del Consejo de Pueblos Nahuas del Alto Balsas el sábado 24 de octubre de 1992, Marcelino Díaz presenta un informe de actividades del Consejo, en el cual anunció que la presa hidroeléctrica de San Juan Tetelcingo sería cancelada en su totalidad, esta presa amenazaba inundar a 22 comunidades nahuas en el Alto Balsas, Guerrero. Díaz comenta cómo fue el proceso y actividades que realizaron para detener esta obra y el trato desigual con el que fueron tratados por el presidente Carlos Salinas de Gortari. También, enlista los proyectos de construcción de presas en zonas donde habitan pueblos indígenas. Se otorga un reconocimiento a Faustino Palacios Remigio quien no abandonó la lucha contra la presa. Se invita el 31 de octubre al Festival de la Resistencia. Durante el segundo aniversario de la formación del Consejo de Pueblos Nahuas del Alto Balsas el comisionado Marcelino Díaz informó que la presa hidroeléctrica de San Juan Tetelcingo sería cancelada en su totalidad. - SPANISH: Eraclio Zepeda comenta sobre un acuerdo nacional que permita avanzar hacia las autonomías de los pueblos indios que, por su número, su territorio, su cultura y su organización lo ameriten. Asegura que el siglo XXI vivirá un resurgimiento de los pueblos indios con sus plenos derechos como ciudadanos, menciona que es necesario encontrar las características propias de dichos pueblos para asignar una legislación adecuada. Comenta que es necesario escuchar a las poblaciones indias para aplicar realmente una democracia. Comenta sobre la revisión que hizo Margarito Ruiz sobre los artículos de la Constitución que considera deberían ser modificados, entre ellos los artículos 3º y 27º. Daniel López Nelio, diputado federal y líder de la COCEI, comenta que en la ley federal de reforma agraria no hay un artículo que hable de la defensa de las tierras y las riquezas naturales de los indios, las tierras comunales están definidas y de acuerdo con los mismos artículos que las tierras ejidales, siendo que su procedencia es distinta. Menciona la ideología de discriminación persistente sobre la comunidad indígena e indica la importancia de que los indios puedan gobernarse a sí mismos. Gilberto López y Rivas, destaca la ausencia de los funcionarios de gobierno en la reunión. Comenta sobre la consulta popular en Nicaragua que buscaba beneficiar a la comunidad indígena de la Costa atlántica de Nicaragua. Exige una consulta popular sobre los derechos de los pueblos indígenas. Comenta que se debe asignar a los pueblos indígenas un estatuto de autonomía, poder político y económico, derechos al territorio y sus recursos. Cándido Coheto menciona que se debe reconocer constitucionalmente a los indígenas y alude a la poca apertura a las lenguas indígenas. Jorge Fernández de la Universidad Autónoma Metropolitana, comenta sobre las problemáticas jurídicas que implicaría que los pueblos indios tuvieran capacidad de autonomía.<br>ENGLISH: Eraclio Zepeda comments on a national agreement that could eventually lead to some indigenous people communities’ autonomy, if their numbers, territory, culture, and organization deserve so. He claims that on the 21st century there shall be a resurgence of indigenous people with their full rights as citizens, and how important is to find the unique characteristics of said people to reach an adequate legislation. Zepeda also states how necessary it is to listen to indigenous populations so to properly apply a democracy, and points out Margarito Ruis’s revision of the constitutional articles he considers need to be modified, amongst them the 3rd and 27th. Daniel López Nelio, federal deputy and COCEI leader, comments that on the federal law of agrarian reform, there is nothing that addresses the defense of indigenous natural resources or lands, while communal lands and “ejido” lands are defined both by the same articles, when each has a different origin. He mentions the persistent discrimination of indigenous communities and stresses the importance of indigenous people governing themselves. Gilberto López Rivas highlights the absence of public officers in the meeting. He comments on Nicaragua’s referendum that seeks the benefit of the Atlantic coast indigenous community; he demands a referendum on indigenous people’s rights. López Rivas states that indigenous people should be autonomous, and have political and economic rights to their territory and its resources.Cándido Coheto mentions that indigenous people should get constitutional recognition and he alludes to the lack of openness towards indigenous languages.Jorge Fernández (from the National Autonomous University), comments on the legal problems that indigenous people’s capability to be autonomous would imply.

- SPANISH: Quinta parte de las intervenciones en los diálogos sobre Derecho y Cultura Indígena, realizados en el marco de la negociación del EZLN y el Gobierno Federal en San Andrés Larráinzar. Se lee la declaración de los acuerdos, haciendo énfasis en la necesidad de que los pueblos indígenas tengan sus propios medios de comunicación. El Comandante Guillermo agradece en nombre del EZLN y menciona que están dispuestos a escuchar nuevas recomendaciones. La Comandanta Sebastiana y Bartola Morales leen los acuerdos a los que se llegó en la mesa 4, que abordó la situación, derechos y cultura de la mujer indígena. La investigadora Angélica Inda menciona los planteamientos finales de la mesa 6, referente a promoción y desarrollo de la cultura indígena. Aldo González expone las minutas de la mesa 5, que abordó el tema de acceso a los medios de comunicación. Antonio Hernández, diputado indígena, refiere los acuerdos de la mesa 3, sobre la participación y representación política de los indígenas. Enseguida, el Comandante Tacho lee un comunicado del EZLN, en el cual se pide acabar con la política de un solo partido y reorientar la economía nacional, además de exigir cambios profundos en la legislación para que los indígenas tengan más participación. Al final se clausura la mesa de diálogo y se agradece a los participantes.<br>ENGLISH: Fifth part of the interventions in the dialogues on Indigenous Law and Culture, carried out in the framework of the negotiations between the EZLN and the Federal Government in San Andrés Larráinzar. Se presenta el comunicado donde se informa que el ejército federal no ha permitido la llegada de ayuda humanitaria a la zona en conflicto. Roger Maldonado, miembro de la Coordinación de Organismos no Gubernamentales por la Paz, puntualiza que el ejército mexicano ha hecho detenciones arbitrarias, torturas y asesinaron a Gilberto Jiménez Hernández, un campesino indígena que estaba desarmado. Menciona que el ejército es asesorado por militares argentinos que han recomendado quemar plantíos para generar hambruna en la zona. Comenta que Jorge Mario Lescieur Talavera, alcalde de San Cristóbal, ha creado un grupo de choque llamado Los Auténticos Coletos. Pablo Romo, secretario ejecutivo del Centro de Derechos Humanos Fray Bartolomé de las Casas, describe la necesidad de crear espacios seguros en Chiapas y abastecer de víveres a la zona en conflicto. Isabel Reyes expone los problemas que se han generado al no respetar el triunfo electoral de Amado Avendaño y la imposición del gobernador Eduardo Robledo Rincón. El Comandante Tacho describe como el gobierno no tiene la disposición de diálogo. Se da lectura de las propuestas en los idiomas tzotzil y tzeltal.<br>ENGLISH: Third part of the Zapatista Women's Assembly where the Campana Group and the Rubio Group presented the need to expand the 1991 Women's Revolutionary Law. The 31 proposals to expand the Law were read out. It is proposed that this Law be directed to all Mexican women since it seeks to build a better society. The proposals were read in the Tzotzil and Tzeltal languages.

Foro campesino conformado para evitar las reformas al artículo 27 constitucional, primera parte

- SPANISH: Primera parte del foro en el que se aborda el movimiento de lucha campesina contra las reformas al artículo 27 constitucional, propuestas por el presidente Carlos Salinas de Gortari. Diversos oradores informan los acuerdos concertados en una asamblea llevada a cabo el 28 de noviembre de 1991 en el pueblo Emiliano Zapata, Anenecuilco, para tratar el asunto, a la que asistieron lugareños del estado de Morelos, varias organizaciones campesinas, representantes de partidos políticos como el PRD, y miembros de la Asociación Nacional de Abogados Democráticos. Comunican que, entre los acuerdos, el más importante era un proyecto de marcha nacional que tendría lugar en pocos días, en donde miles de campesinos de diferentes estados de la República caminarían desde su lugar de origen para hacer un plantón en las afueras de la Cámara de Diputados, en un intento por evitar que se aprobaran dichas reformas. Campos Lima, miembro de la Asociación de Abogados, explica por qué las modificaciones que se pretenden hacer son anticonstitucionales y afectan la propiedad ejidal y comunal, beneficiando a las corporaciones trasnacionales. Expone cómo los gobiernos mexicano y estadounidense requieren esas reformas para llevar a cabo con éxito el Tratado de Libre Comercio. Various speakers inform on the agreements reached at an assembly held on November28, 1991, at the town of Emiliano Zapata, Anenecuilco, attended by Morelos locals, various farmer organizations, political parties’ representatives, such as PRD, and members of the Democratic Lawyers National Association. They communicate that the most important agreement was on a project for a national demonstration, a few days from then, where thousands of farmers from the whole country would walk from their hometowns, and rally outside the Deputies Chamber in an attempt to stop the reforms from being approved. Campos Lima, member of the Lawyers Association, explains why the proposed amendments are unconstitutional and affect ejido and communal properties, benefiting transnational corporations. He explains that the US and Mexican governments need those amendments to successfully complete the Free Trade Agreement. Carmen Bustamante, Federal District Assembly representative, says that PRD militants are reflecting on the matter, and she expresses the party’s unconditional support to the movement. Culmina con la participación de Deborah Simmons, candidata a Doctor por la Universidad de York, quien expone la ocupación de territorios nativos canadienses por parte del imperio británico. Esto llevó a la reducción del territorio nativo, una zona agrícola de menor tamaño y, en consecuencia, el empobrecimiento de las comunidades. Los nativos canadienses, dice Simmons, ahora tienen que migrar para conseguir trabajo o involucrarse en negocios ilícitos; incluso algunas comunidades han llegado al suicidio colectivo debido a la hambruna. Native Canadians, says Simmons, now have to migrate to find work or engage in illicit businesses; some communities have even committed collective suicide due to starvation. This has generated movements of opposition to the governments within the indigenous reserves. Among them, one of the most representative has been the so-called Red Power, which fights for indigenous vindication. There are also feminist movements that fight for women to have economic and social equality. Andrea Carmen, executive director of the International Indian Treaty Council, speaks in English about the problems of the Yaqui tribe in Arizona, which has been affected by water pollution. Yolanda Hernández Esteva, miembro del Consejo Nacional Hñahñu, habla sobre la lucha que los pueblos de indios han llevado a cabo para lograr su autonomía. Menciona que los resultados para cubrir las necesidades de los pueblos todavía en el siglo XX no son satisfactorios. Melitón García López, secretario general de la Secretaría de Acción Indigenista de la CNC, ofrece su opinión sobre el libro de Héctor Díaz. Menciona que varios pueblos no hablan español y han guardado su cultura profundamente. Indica que falta mucho por hacer para que los pueblos indígenas obtengan su autonomía. Araceli Burguete del Consejo Mexicano 500 años de Resistencia Indígena, Negra y Popular, menciona que el libro de Díaz Polanco permite visualizar otra manera de resolver los problemas que persisten en los pueblos de indios. Indica que la autonomía que buscan dichos pueblos significa la posibilidad de democratizar las relaciones en dichos pueblos. Menciona que la intención del texto es explorar el camino de la democracia en las regiones indígenas. Indica las propuestas del autor para la creación de un plan de autonomía de los pueblos indios. Rigoberta Menchú menciona que el tema del libro es oportuno y que contribuye a un tema complejo, polémico, no idealista y muy real como lo son los pueblos indígenas.<br>ENGLISH: Conference for the launching of Hector Díaz Polanco’s book, “Regional Autonomy, the self-determination of indigenous peoples”. Pablo Martín Contreras, member of the Indigenous People Committee 92, comments on the fight of indigenous peoples to keep their autonomy and mentions that these peoples’ reality contradicts what the Law says. Yolanda Hernández Esteva, member of the National Hñahñu Council, speaks about indigenous peoples’ fight for their autonomy, and how in the 20th Century, the results of their needs coverage are not satisfactory. Rigoberta Menchú mentions that the book’s topic is convenient and it contributes to a complex, polemic, not idealist, and very real topic, just like indigenous peoples.

Se enumera cómo en el municipio autónomo San Pedro de Michoacán, se han implementado acciones para tratar de disminuir la brecha social que sufren las mujeres y cómo se ha intentado replicar estas acciones en otras comunidades. Se comentó sobre la participación política y social en el municipio autónomo Ernesto Che Guevara, por parte de las mujeres.<br>ENGLISH: First part of the Zapatista Women's Assembly, where the need for greater participation of indigenous women in the national transformation is expressed, as well as the need to respect their rights and provide more support in health and education. - SPANISH: Se enuncia que en 1949 el Instituto Nacional de Antropología e Historia recibió la solicitud de rescatar los restos de Cuauhtémoc, el último tlatoani de Tenochtitlan, según las noticias estaban enterrados bajo el altar mayor de la iglesia de Santa María de la Asunción del mismo pueblo de Ixcateopan, Guerrero. A esa localidad se trasladó la maestra Eulalia Guzmán con un equipo de investigadores para saber más al respecto. Se presenta la primera parte del testimonio de Sidronio Parra Barrera, quien es una de las personas que guardaba el secreto heredado por su tío Tranquilino Mendoza, esposo de su tía abuela Juana Parra acerca de los restos de Cuauhtemotzin. Se alude a una carta de Inglaterra, en la cual agradecieron a México por guardar el secreto de donde se ubicaron los restos de Cuauhtémoc. Sin embargo, el secreto se supo en la localidad ya que un padre en la misa dio a conocer acerca de que estaban los restos de Cuauhtemotzin. Sidronio Parra Barrera menciona cómo llegaron los restos de Cuauhtemotzin a Ixcateopan, Guerrero, lugar natal de este tlatoani. Parra comenta que Salvador Rodríguez Juárez había heredado tres bibliotecas entre las cuales se encontraban papeles del siglo XVI, que tenían información sobre el entierro de Cuauhtémoc. Además, Parra enuncia que cuando trabajó como albañil de Rodríguez se dio cuenta que en su biblioteca había información relacionada a Cuauhtémoc, así Rodríguez le propuso a Parra ya no seguir con sus labores de albañilería, ahora sería encargado de revisar su biblioteca para encontrar la información que tuviera que ver con Cuauhtémoc. Se dan a conocer los festejos con motivo del natalicio de Cuauhtemotzin efectuados el 23 de febrero en Ixcateopan, Guerrero, a los cuales fue invitada la maestra Dolores Roldán. Se alude a la labor de la maestra Eulalia Guzmán, quien recabó testimonios de los lugareños de Ixcateopan acerca de los restos de Cuauhtémoc. Sidronio Parra Barrera menciona cómo fue su relación y trato con los investigadores que llegaron con Eulalia Guzmán, los cuales se mostraron incrédulos ante los testimonios de la gente mayor de Ixcateopan, Guerrero. También da a conocer la disputa que tuvo con el investigador Zavala, ya que no creía que estuvieran ahí los restos de un tlatoani, ni los documentos que lo afirmaban. Se alude a que el hijo de Sidronio escribe sus memorias, el cual documenta parte del secreto de los restos de Cuauhtemotzin y así dar seguimiento a la tradición oral y escrita. Se da a conocer que gracias a los testimonios de los ancianos de Ixcateopan, Eulalia Guzmán mandó a demoler el altar mayor de la iglesia de Santa María de la Asunción para rescatar los restos de Cuauhtemotzin. Se refiere a que además de la tradición oral, la Danza del Zopilote hacía alusión al secreto de los restos de Cuauhtemotzin. Se refiere al dominio y colonización de los pueblos americanos. Se menciona que algunos estudios concluyen que en los primeros treinta años de la invasión americana un 90% de la población del continente desapareció con todos sus conocimientos e instituciones. Se enuncia la importancia de la herencia cultural de nuestros antepasados y el significado de resistencia cultural. Se comentan algunas formas de resistencia cultural y la importancia de la cultura popular mexicana desde los orígenes de la tradición indígena hasta la cultura mestiza, lo cual conforman la cultura mexicana como ahora se conoce. Se da lectura a un fragmento del informe de Américo Vespucio a los reyes españoles. Se da a conocer que la Fundación alemana Heinrich Böll llamó a organizar anti-festejos en Europa en contra de la celebración del Quinto Centenario del descubrimiento de América. Por iniciativa de España desde 1981 se desarrollan preparativos para la celebración del 12 de octubre, los patrocinadores son el rey de España, Juan Carlos y el presidente del gobierno español, Felipe González. Se mencionan las críticas que ha recibido esta conmemoración. Se da lectura al artículo 27 de la Declaración Universal de los Derechos Humanos. Se alude a la problemática de la difusión de nuestras culturas indígenas, en específico de la música popular y tradicional y las trabas que imponen las radiodifusoras para transmitir esta música. Se presenta el concepto de cultura y se mencionan los problemas de represión que han tenido las culturas prehispánicas y las modificaciones que han sufrido tras la colonización de México. Se refiere a la diversidad cultural que hay en México y que aún se conservan tradiciones y costumbres de nuestros pueblos indígenas. Se presenta el mensaje de la Delegación Unitaria de Guatemala a la Sexta Sesión del Grupo de Trabajo de la Organización de las Naciones Unidas sobre los pueblos indígenas, reunidos en Ginebra, Suiza, en el cual se expone su sentir en cuanto al trato que han tenido sus pueblos originarios y por ende sus culturas y tradiciones. Se alude al etnocidio que lleva a cabo el presidente Vinicio Cerezo y el ejército guatemalteco. Se da a conocer el conflicto que representa la incorporación de campesinos e indígenas a la autodefensa civil guatemalteca, la cual busca dividir a las comunidades y hacer pelear a indígenas contra indígenas.<br>ENGLISH: It is stated that in 1949 the National Institute of Anthropology and History received the request to rescue the remains of Cuauhtémoc, the last tlatoani of Tenochtitlan, according to the news they were buried under the main altar of the church of Santa María de la Asunción in the same town of Ixcateopan, Guerrero. Ricardo Monge, representante del Comité Organizador Nacional Tribuno del Pueblo, alude a la situación de los trabajadores en Estados Unidos. Roberto Maesta, director ejecutivo del Centro de la Raza, comenta la importancia del surgimiento del EZLN y el apoyo de su organización. Óscar Hernández, miembro de la Red de Solidaridad con México, alude a la explotación de los indígenas ainu, por parte del gobierno japonés. - SPANISH: Segunda parte de la entrevista a Juan Vázquez López, dirigente de la comunidad autónoma de San Miguel. Responde en qué forma se pueden compaginar las leyes creadas por las comisiones autónomas con los usos y costumbres de cada pueblo. Menciona que se respeta la autonomía de cada región y las comisiones no buscan imponer sus leyes, sino crear unas que sean más apegadas a las tradiciones. Explica que cerraron todas las escuelas de las regiones autónomas en espera de que los profesores presentaran un plan académico que respetara la identidad de los pueblos, pero a falta de ello han decidido crear una comisión que se encargue de esto. Refiere que la conservación del área natural le corresponde a la Comisión de Ecología, Turismo y Cultura, que protege los recursos ambientales y remite a la Comisión de Justicia a quienes violen las leyes. Esta comisión también es la encargada de avisar al Ministerio Público las sanciones correspondientes.<br>ENGLISH: Second part of the interview with Juan Vázquez López, leader of the autonomous community of San Miguel. He answers how the laws created by the autonomous commissions can be reconciled with the uses and customs of each town. He mentions that the autonomy of each region is respected and that the commissions do not seek to impose their laws, but rather to create laws that are more in line with their traditions. He explains that they closed all the schools in the autonomous regions while waiting for the teachers to present an academic plan that respects the identity of the people, but in the absence of this, they have decided to create a commission to take charge of this. He refers that the conservation of the natural area corresponds to the Ecology, Tourism and Culture Commission, which protects the environmental resources and refers those who violate the laws to the Justice Commission. This commission is also in charge of notifying the Public Prosecutor's Office of the corresponding sanctions.

- SPANISH: Segunda parte de la asamblea del Congreso Nacional Indígena, CNI, en Milpa Alta, en la cual se debaten y se aprueban diferentes aspectos, poniendo énfasis en la unidad y en no autolimitarse. A continuación, Adelfo Regino, representante del CNI en Chiapas, expone los lineamientos a los que llegó la Comisión de Seguimiento y Verificación de los Acuerdos de San Andrés, donde se estipuló una negociación entre el Ejercito Zapatista de Liberación Nacional, EZLN, y el gobierno. Para ello, se hicieron dos comisiones, en las cuales resalta la participación del Comandante Tacho, el Comandante David, el Comandante Zebedeo, Rodolfo Stavenhagen, Amalia Solorzano, Monseñor Bartolomé Carrasco, Luis Hernández Navarro y Elena Poniatowska, por parte del EZLN; por parte del gobierno se contó con Emilio Rabasa. Regino explica que la comisión tardo cinco días en comenzar porque el gobierno había mandado representantes que no estaban capacitados. Posteriormente miembros del CNI, como Margarito Ruíz y Julio Ortega, debaten cómo pueden ayudar al EZLN en estas negociaciones. Carlos Manso, representante del CNI en Ginebra, refiere que hay interés por parte de la comunidad cree, de Canadá, así como de otros pueblos indígenas para invitar al EZLN a una gira internacional. Además, está puesto en marcha el proyecto de promulgar una Declaración Universal de los Derechos de los Pueblos Indios.<br>ENGLISH: Second part of the assembly of the National Indigenous Congress, CNI, in Milpa Alta, in which different aspects are debated and approved, emphasizing unity and not self-limitation.
