Levine, a lobbyist, Bonelli, member of the state board of equalization, and Cook, friend and campaign worker for Bonelli, are all accused on involvement in a liquor license bribe scandal in which they allegedly conspired to extort money from liquor retailers under threat of causing them to lose their liquor license. Rose is Levine's attorney and MacKay is council for Bonelli
