Nine men were arrested from a downtown office for varying the famed numbers racket that had been operated for years in New York and other eastern cities by the late "Dutch" Schultz.
Photograph appears with the article, "Nine Seized in Raid on Numbers Racket," Los Angeles Times, 28 Feb 1936: A1.
Shapiro shields his eyes with his hand, holding his hat in his lap. McDonald sits with his hands folded in his lap, looking into the camera's lens. Regan slouches in his chair and obscures his face with a paper while Randall reads the newspaper in his lap. Armel and Mitchell read another newspaper, covering their mouths with handkerchiefs.
