This is a photograph of Brigadier General Oscar Westover, assistant chief of the Air Corps. (center), Lieut. Colonel H. H. Arnold (left) and Colonel John H. Howard (right)taken at a Biltmore Hotel luncheon of members of the Advertising Club and Chamber of Commerce. They are wearing leather flight jackets and are standing at a large round lunch table. The badges on Westover and Arnold read "Brig. Gen. Westover" and "Lt. Col. Arnold," respectively.
