The legality of the Los Angeles Police Department's border patrol was brought into question when American miner John Langan was apprehended at the Arizona state line. Police Chief Jim Davis had proposed labor camps and similar actions to curb immigration and influx of vagrants and thus increased security. Langan brought charges of $5,000 for wrongful apprehension but later dropped the charges and praised border patrol.
