Boy Scouts and spectators watch the dedication ceremony of a water fountain in honor of Committeeman Will H. Willis. A group sits in a semi-circle with their backs to the camera. Boy Scouts stand facing them and other people stand behind the troops. Others sit at the right. There is a building at the left with a porch and an American flag flying out front. Boys sit on a bench in which the words, "Donated... troop" are carved. A house is on the hill in the background.
Camp Arthur Letts was a Boy Scouts facility in the Hollywood Hills, which was open from the 1920s through the 1950s.
