Forrest Whitaker was H. H. West's brother-in-law and the principal of the Utah Street School.
Forrest Whitaker speaks at the ground breaking ceremony for the Aliso Village low rent housing development. There is an American flag at the foreground of the photograph. Whitaker stands behind a podium wearing a suit. There is a sign on the podium that reads, in part, "Buy a share...[American]." There is a model of a building, which includes miniatures trees in the foreground.
