Champion California bicycle rider Eddie Testa was arrested for going through a signal at 35 miles an hour by Motorcylce Officer Gus Heere. Judge Condee fined him $10 after observing in a law book that under the State Vehicle Act "traffic laws apply to persons riding bicycles and animals."
