John C. Porter won and served as Mayor of Los Angeles from 1929-1933.
Some text from the document: "In this campaign, women ,especially, have the biggest opportunity to show to the world that their ideas are concerning civic morality. In order that the women voters of Los Angeles...Those who are associated with Mrs. Layton on an advisory committee are women who have had experience in organizations interested in the study of civic affairs and in the betterment of conditions: Mrs. Ilot Johnson, Mrs. Hattie Doughty, Mrs. Charles S. McKelvey, Mrs. Julia D. Noble, Mrs. J. B. Green, and Mrs. Kate Read Humphreys."
