Miss Osburn holds a fan of the identification cards as she stands at a jewelry counter next to Chief Welch.
A new card system has been created by Chief of Police Guy C. Welch in order to prevent the passing of bad checks which includes a series of questions including automobile license, eye color, height and weight in order to track down any criminals.
