Photograph of Heads of National and State Transient Services as they gather for a conference to discuss the ways to reduce vagrancy. F. H. Holcomb, assistant director of Maryland, Marshall B. Thompson, director of Texas, William J. Plunkert, national director and Harold A. R. Carleton, director of California. California, in that year, had the most transients registered with the Federal Transient Service than any state in the Union.
