Description: Roy W. Howard in jacket and tie. Roy Howard was a journalist, editor, and eventually became co-director of Scripps-Howard newspapers. He wrote a letter to President Roosevelt on August 26, 1935, asking the President to clarify certain aspects of New Deal policies. This letter was published in the Los Angeles Times on September 7, 1935.
