Description: State Senator James Wilfred McKinley presenting the Ling Foundation medal to Frank A. Bouelle, Superintendent of School in Los Angeles. Bouelle was awarded to medal for establishing the first school playground with equipment in Los Angeles in 1906 and for years directed safety work in the city schools.
