The Will Rogers Memorial Celebration and Pageant was a three-day event with proceeds going to the Red Cross. In 1940, the event coincided with the national convention of the Will Rogers Memorial Highway (U.S. 66) Association. Festivities included a tour of Will Rogers Ranch for convention delegates, a rodeo held at Municipal Stadium, and a nightly pageant held at Santa Monica High School.

James is seated on the plank and holds a portion of the lever with one hand while scratching his head with the other.
