Samuel Morris is second one from the left seated, Herbert Hoover is third one from the left seated.
Samuel Morris announced that he is quitting the Pasadena Water Department and taking a job as a teacher at Stanford. The speech looks to be given at the Morris Dam which was dedicated to him and Pasadena by Herbert Hoover for his 22 years of service at the Pasadena Water Department as Chief Engineer & General Manager.
