Judge Walter S. Gates (left) and W. W. Mines, newly appointed State Receiver, are seated in chairs next to each other in Mines's house. Behind them are a candelabra and wooden door. The two men each have a notepad and writing implement and are wearing three piece suits. They are turned towards each other, with Gates looking at Mines, and Mines looking at Gates's notepad.
