Jewel and Mary Jean stand on either side of him, also holding the ribbon, while Mitchell and Jeffrey stand on either side of the women, both men holding bottles tied with ribbons. There are other people observing the cutting behind the group.

Harbor Boulevard is the newest addition to the State's highway system.
