- ONWARD AND UPWARD - Despite a few wind gusts, workmen nonchalantly continue on job on 13th floor of new County Health Department administration building at Temple and Figueroa Sts. Even during Monday's higher winds, there was no break, the Walter Kidde construction firm said. Work stops only when wind becomes dangerous.
