Col. Roscoe Turner holds an elaborate sea chest, laid in gold--an invitation to attend the Shrine convention in San Francisco intended for President Hoover from Governor Rolph.
A different photograph taken on the same day appears with the article, "Rolph Says Ruling Praised," Los Angeles Times, 23 Apr 1932: 2.
Governor Rolph and Governor Balzar briefly stopped in Los Angeles to refuel as they were flown by Colonel Roscoe Turner to Richmond, VA for the annual governors' conference.
