Description: Maj. Donald H. Connolly, United States Army engineering officer, succeeded Harrold English as C.W.A. director of Los Angeles County. In this image, Maj. Connolly (cent.) meets with Capt. Edward H. Macaulay (left), the state director of the C.W.A. for California, and Peirson M. Hall (right), federal prosecutor for LA County.Donald H. Connollly was commissioned in the Corps of Engineers from West Point in 1910, and was the officerin charge of the W.P.A of southern California for 1935-1939. He would go on to reach the rank of Major General, serving in the Persian Gulf command from 1942-1944. Ma. Gen. Donald H. Connolly retired from service in 1948 and died in 1969.Peirson M. Hall was a Federal prosecutor for southern California. He took office on May 1, 1933. Peirson Hall later became a local federal judge for Los Angeles, serving for over 35 years.Capt. Edward Macauley was a retired Naval captain, who served as the administrator of the Civil Works Administration for California for 1933-1934. He went on to serve as a member of the U.S. Maritime Commission and as a deputy administrator of the War Shipping Administration. He previously had served as a naval architect and marine engineer, as well as the director of emergency relief for San Mateo county.
