Art, his wife Joyce and their four children live in Bellflower. Art was an engineer at Boeing for 20 years. He is currently building homes in Bellflower. He has a degree in Design Technology from Cerritos College and a certificate in Advanced Computer Technology from the University of California, Irvine.

Art is the former Mayor of Bellflower, a Los Angeles suburb with 77,000 residents. He eliminated the city's lighting tax assessment at the same time services to the city improved through privatization and a competitive bidding process. Olivier privatized the city's tree trimming, crossing guards, street sweeping and the Building Department. He stopped every attempt by the city to use eminent domain during the time that he was on the city council.

An amateur motocross champion in his younger years, Art now enjoys riding on motorcycle trails in the scenic mountains and deserts of California with friends and family.
